Frankfort became Kentucky's permanent state capital in 1792, chosen as a compromise between Louisville and Lexington, but its physical setting has always set it apart from the flat farmland around Lexington: the city sits in a tight bend of the Kentucky River, on steep, narrow valley ground rather than the open Inner Bluegrass plateau.
How Valley Terrain Changes Foundation Behavior
Steep, narrow valley ground drains and settles differently than a flat limestone plain. Water moves faster downhill, soil can shift more along a slope, and a foundation cut into a valley wall faces different lateral pressure than one sitting on level Bluegrass farmland. Frankfort's flood record reinforces how much water this terrain can move at once: the city's worst floods on record came in 1937 and 1978, serious enough that levees and floodwalls were later built to protect downtown.
