A County as Old as the Commonwealth
Clark County was created in 1792, the same year Kentucky became a state, carved from Bourbon and Fayette counties, and Winchester, founded the same year, has served as the county seat ever since. The Greek Revival Clark County Court House downtown, built in 1853, is one of the oldest surviving landmarks from that early growth.
Old County Seat, Older Settlement
A county seat this old carries housing stock across a wide span of construction eras, and a foundation built anywhere near the historic downtown core has had well over a century, in some cases closer to two, to settle into the ground beneath it. That length of settlement time matters when distinguishing normal, long-finished movement from a foundation issue that is still active and getting worse.

The age of a Winchester property relative to the county's 1792 founding and the 1853 courthouse era is a reasonable starting point for a foundation evaluation, confirmed from there with direct checks on soil moisture, grading, and framing to see whether any settlement is still ongoing.
